Contract Scope
Vale Inco requires a qualified Contractor to carry out MPEIW and minor Civil work scope at the Voisey’s Bay Mine Site as generally described below.
Target Dates:
Nominations: February 10th, 2009
Tenders Issued: March 2nd, 2009
Bidders Site Visit: March 24th to March 27th 2009
Tenders Closed: April 17th, 2009
Contract Award: April 30th, 2009
Mobilization: June 6th, 2009
De-Mobilization: Oct 30th, 2009
Site Location: Anaktalak Bay, Labrador
Schedule: Performance of the work shall be in accordance with the following tentative schedule:
Mobilize equipment for June 6, 2009 MV Umiak 1-37 departure from QSL Terminal Quebec.
The Contractor will provide a Work Schedule with expected completion dates.
All the work is to be completed by October 30, 2009.
De-Mobilize Equipment by Oct 30th, 2009 MV Umiak 1-41 departure from Voisey’s Bay Site.
Miscellaneous MPEIW Scope: General Description of the anticipated Work to be included in this Contract.
Projects:
1.0 Sag Mill Thunderbolt Monorail
1.1. Fabricate & Install Sag Mill Thunderbolt Monorail
2.0 Sag Mill Feed Conveyor Belt Wash and Clean-up Improvements
Modifications to the Belt Cleaning System and Installation of the Second Secondary Scraper.
1.1. Install secondary scraper
1.2. Remove existing belt wash system and drip pans
1.3. Install a new design carry back chute for secondary scraper cleaning / adjustment
3.0 Plant Workplace Improvements
3.1. Larox Filters.
Install 70’ of 12" 316L S.S. channels c/w sealing material around 4 each Larox Filter Units.
Removal of 80’of 8" Victaulic drain piping below Larox Filters floor.
Install 144’of 8" Victaulic drain piping, elbows & laterals from Larox Filter floor to Filtrate Tank pipe headers.
Concrete Coring of 2-8" holes for 4 each Larox Filters
3.2 Door Canopies for All Plant/Site Man doors
Install Canopies on all Man Doors Including Mill, Powerhouse, Port and Site Services ( Approx 68 Doors )
17 large Canopies to be Installed, 11 small to rework or fabricate plus 40 new to fabricate of which 29 are for Port Facility.
Drg No 0000-41D1-0021 location plan and Drg No’s 0000-43D2-0001, 0000-43D2-0002 & 0000-43D2-0003 Details.
3.3 Pebble Eject Bunker ( Civil Work Project Included with MPEIW Scope )
Construction of New Concrete Bunker on Existing Concrete Pad.
4.0 Ice Prevention in Coarse Ore Stockpile Drive House
The contractor shall be responsible to supply all necessary labor, materials, equipment, tools, etc to Install
Two Isolation Walls in the Coarse Ore Storage Building.
The scope of the work shall include but not necessarily be limited to the following:
1) Supply & Install Two Insulated Metal Walls.
2) All walls to be covered on both sides with Metal Cladding.
3) Install 4 Man Doors complete with Closures & Weather-Stripping.
4) Relocate all identified existing equipment.
5) Seal all Wall Penetrations.
6) Removal of Existing Piping Insulation, Install Heat Tracing and New Piping Insulation.
5.0 Assay Laboratory Jaw Crusher
5.1 Purchase & Install a JTC#1AL Jaw Crusher with optional Environmental Enclosure for dust capture.
5.2 Specific Requirements:
The JTC#1AL Jaw Crusher will be located in the Sample Prep lab near the existing BB300 Jaw Crusher and the Dust Hoods.
The JTC#1AL Environmental Enclosure will be tied in to the existing ducting for the BB300 and Dust Hoods.
6.0 Plant Area Access Platforms
6.1 Copper Concentrate Storage Tank Crane Access
The contractor shall be responsible to supply all necessary labor, materials, equipment, tools, etc
to Install an Access Platform to the Copper Concentrate Tank Crane.
The scope of the work shall include but not necessarily be limited to the following:
1) Supply and Install one Steel Structure Access Platform in the indicate location.
2) Paint all materials as specified.
6.2 Plant Access Platforms – Pebble Return Conveyor #3
The contractor shall be responsible to supply all necessary labor, materials, equipment, tools, etc
to Install an Access Platform for No 3 Pebble Conveyor.
The scope of the work shall include but not necessarily be limited to the following:
1) Supply and Install one Steel Structure Access Platform complete with Access Stairs to allow access to No 3 Pebble Conveyor in the indicate location.
2) Paint all materials as specified.
7.0 Maintenance Shop Dividing Wall : CAR # 08-040
The contractor shall be responsible to supply all necessary labor, materials, equipment, tools, etc
to install a separation wall between the existing mill maintenance area and the mill.
The scope of the work shall include but not necessarily be limited to the following:
1) Supply and install one steel wall complete with metal cladding on both sides in location indicated.
2) Install 1 man door complete with closures and weather-stripping.
3) Install one motorized overhead door.
4) Seal all wall penetrations.
8.0 Maintenance Wash-Bay Water & Pumping Upgrades
The contractor shall be responsible to supply all necessary labor, materials, equipment, tools, etc to refurbish the existing drainage system in the heavy equipment repair shop and the wash bay area.
The scope of the work shall include but not necessarily be limited to the following:
1) Supply and Install Three New Submersible Pumps complete with Controllers & Controls as indicated on the contract drawings.
2) Completely clean-out the indicated Existing Drainage lines.
3) Complete clean-up of floor sump and oil/water separator.
4) Supply and Install all necessary Mechanical Materials.
5) Supply and Install all necessary Electrical Materials.
9.0 Sewage Treatment Plant Improvements
The contractor shall be responsible to supply all necessary labor, materials, equipment, tools, etc to install a pumping system for the existing industrial washing machines.
The scope of the work shall include but not necessarily be limited to the following:
13.0 Supply & install 1 new submersible pump complete with control panel as per contract drwgs.
14.0 Supply and install new drainage line as indicated.
15.0 Connect to existing drainage line in heavy vehicle repair shop as indicated.
16.0 Supply and install all necessary mechanical materials.
17.0 Supply and install all necessary electrical materials.
18.0 Increase height of existing sump located at back of washing machines with materials as specified.
10.0 Water Management Project
Mill Service Tunnel Thrust Block ( MPEIW Mechanical Scope )
10.1 Pre- Fabrication of Steel Thrust Restraint Sections and transport to site.
10.2 Assembly of pre-fabricated materials once on site.
10.3 Assistance with TSI to move thrust restraint into position.
10.4 Installation of chemical anchors into new and existing concrete pads.
10.5 Tie-in of new structural steel to existing supports and pipelines
10.6 Assistance with TSI to Support & Add Blocking for Existing Electrical Heat Tracing Sea-can to Allow for Civil Excavation.
Mill Service Tunnel Containment (Civil Work )
10.7 Install New Containment Trench from Service Tunnel to Dump Pond Complete with Geo-textile & Poly-liner.
11.0 Light Vehicle Shop Improvements
11.1 Contractor to Make Structure Air tight and Water tight
( Supply & Install all necessary Materials detailed to Seal the Existing Building )
11.2 Supply & Install all necessary Electrical Materials to perform the following :
- Protect 600v service gear in north east corner.
- Protect 600v electrical gear south west corner.
- Cable protection for sea cans.
- Replace and raise 2 transformers
- Replace identified 120v/240v panels in sea cans.
- Bonding connections on identified electrical equipment
- Upgrade lighting in lower bay structure.
- Replace identified obsolete electrical equipment
11.3 Structural
Contractor to Complete Structural Upgrade Identified Below :

12.0 Installation of New Incinerator
The New Incinerator will be mounted on a skid, pre-piped, pre-wired and fully suited for immediate installation and commissioning upon arrival to site.
12.1 The Scope of Supply shall Include, but not be limited, to the following:
· Incinerator
· Stack
· Combustion air fan(s)
· 2000 liter Diesel day tank
· Diesel fuel pumps
· 3000 liter Heated Waste oil day tank
· Waste oil pumps
· All drive components including motor, and drive guards
· All piping, valves, instruments internal to the skid
· Local control panel and motor starters
· Mounting of all equipment
12.2 Supplied by Incinerator Supplier :
· Supervision of the installation and site commissioning of the unit
12.3 Contractor Requirements :
Contractor is to provide a proposed detailed schedule for the completion of this project with the submittal of bid.
Vale Inco Capital Projects Coordinator is to verify that the proposed schedule is acceptable and will have minimum impact on the Site Services Daily Operations of the Existing Incinerator Units.
Vale Inco safety policies and procedures are to be followed at all times by the contractor for the duration of this project. Non-compliance with these safety policies and procedures will lead to disciplinary action.
12.4 Scope of Work by Contractor
The following scope of work identifies the elements of work to be completed to successfully install a new incinerator unit and relocate an existing incinerator unit to the new incinerator building located between the Mill Complex and the Port Storage area at the Voisey’s Bay site.
Also included in the scope of work is the installation of a waste oil burning system for the new incinerator.
12.4.1 Electrical tie-ins and component installation.
12.4.2 Mechanical works for mounting of electrical equipment & components.
12.4.3 Associated tools and equipment required to complete the installation.
12.4.4 Under the supervision of the vendor, all works associated with the installation of the new incinerator unit is to be completed by the contractor.
12.4.5 All heavy lifts required for the installation of the new incinerator is to be coordinated thru the Vale Inco capital projects manager. Arrangements for heavy equipment and certified operators to be coordinated thru the Vale Inco capital projects coordinator.
12.4.6 All materials required for the installation of the new incinerator unit shall be supplied by the contractor. This includes, but is not limited to, all piping, fittings, guy-wires, bases and baseplates, anchors, fasteners, hangers, roofing materials, wiring, electrical connectors, junction boxes, etc.
All material shall comply with the material specifications provided.
13.0 Port Site Dust Control
13.1 Enclose the luffing cylinders and sections at the back of the ship loader.
13.2 Supply & Installation of Dust Collector Pan at Rear of Ship Loader.
13.3 Supply & Installation of Weather Stripping & Thresholds for Take-Up Tower Exterior & Interior Doors.
13.4 Insulate and Heating of the Condenser Room.
13.5 Install a Flexible Curtain just forward of the conveyor drive. ( To Reduce Wind & Dust Migration )
The curtain would still allow access for maintenance on the spout.
Note: The Work as generally described above in Phase 2 may not necessarily comprise the final Scope. The final and approved Work will be issued in the Tender Documents.
