Vale Inco recognizes the important role that the Voisey's Bay development will play in the future economic development of Newfoundland and Labrador. The potential benefits of the project are significant. Our objective is to ensure that these benefits are felt throughout the Province.
We believe that effective, ongoing partnerships with individuals, businesses and communities in Newfoundland and Labrador go hand-in-hand with the successful development and operation of our mining and processing facilities in the Province.
By affording opportunities for sustainable economic development and participating in capacity building in Newfoundland and Labrador, we intend to support long-term economic growth in the Province. With common goals and cooperative action throughout all phases of the project, the Voisey's Bay development will be developed in a way that is beneficial to both Vale Inco and the Province.
The Development Agreement Vale Inco has signed with the Government of Newfoundland and Labrador includes an Industrial and Employment Benefits Agreement that establishes a number of procurement principles that guide our approach to developing Voisey's Bay, principles designed to enhance opportunities for Newfoundland and Labrador businesses to benefit from the project.
Vale Inco gives first consideration to provincial suppliers to participate on a competitive basis in the supply of goods and services to the project where such goods and services meet our commercial and technical requirements, taking into account such relevant factors including but not limited to price, quality, technical suitability, service, and delivery.
Another procurement principle gives first priority to businesses located in communities which are adjacent to our mine and concentrator operations at Voisey's Bay. In the context of our procurement activities in Labrador, Vale Inco will maximize Innu and Inuit business involvement in the project in accordance with commitments made in Impacts and Benefits Agreements (IBAs) with Innu Nation and Nunatsiavut Government. Innu and Inuit businesses have priority for procurement associated with business activity at the Voisey’s Bay site.
All suppliers, contractors and subcontractors selected to supply goods and services must meet our commercial and technical requirements. In addition, all suppliers, contractors and subcontractors involved with Vale Inco will be required to adhere to Vale Inco’s procurement principles.
All suppliers, contractors and subcontractors wanting to supply goods and services to the Voisey's Bay development must firstly complete and return to Vale Inco a Pre-Qualification Form which will then be reviewed by Vale Inco in order to determine whether the supplier has the capacity and ability to support the requirements of Vale Inco.
