Harvesting disturbance will be confined to a small area of the VBNC Claim Block. The increase in employment and the enhanced financial capacity of Aboriginal communities and organisations will increase the ability of Aboriginal people to shape their own cultural future; however the growth of wage employment and Aboriginal enterprises will result in increasing integration into the wider economy.
The residual environmental effects remaining after mitigation and optimization of Project-related environmental effects are presented in Table 20.8. A synthesis of the environmental effects assessment is provided in Appendix 20B.
The definitions for the rating of residual effects significance are as follows:
A major (significant) residual environmental effect is one which affects an entire definable group of people ¾ residents of North Coast communities ¾ in such a way as to cause disturbance of long-established activity patterns that would not return to pre-Project patterns within several generations.
A moderate (significant) residual environmental effect is one which affects a portion of the population ¾ residents of North Coast communities ¾ for one or two generations.
A minor (not significant) residual environmental effect is one of a short-term duration and affecting a specific group of people ¾ residents of North Coast communities ¾ in a localized area.
A negligible (not significant) residual environmental effect
is one which occurs in a localized area in a manner similar to small random
changes due to natural irregularities.

The Voisey's Bay and Anaktalak Bay areas have been used for hunting,
fishing, camping, wood-cutting and berry-picking by Aboriginal people.
Construction of a major industrial project in the area will put part of
this land essentially off limits for these purposes. This residual environmental
effect will occur through the construction and operation phase, and will
taper off as the land and vegetation is restored during the decommissioning
phase. The likelihood is rated as high because this is essentially unavoidable,
but the residual environmental effect is rated minor (not significant)
because the actual area, in relation to the Landscape Region, is small.
Shipping will eventually mean breaking ice currently used as a travelling surface by residents of the area. This residual environmental effect will be mitigated by measures to be taken, as described in Chapter 9.
The residual environmental effect is rated as minor (not significant)
because of the relatively small footprint of the site and the limited temporal
and spatial geographic extent on ice.
