5. Communications And Public Consultation

Since its incorporation June 1995, VBNC has made substantive communications efforts to convey Project information. VBNC's communication initiatives are designed not only to provide Project information but also to gather input on how communications can be improved. As a result of this two-way dialogue, VBNC's communications plan is updated regularly to address and integrate feedback.

"I never heard much about it, but did read the newsletter, good newsletter. They should have it again to better inform the Innu people about mine issues, and what is happening at site. I want to hear more, need more info to make a good decision." (Phyllis Andrew, Sheshatshiu p.73 Between a Rock and a Hard Place, 1996)

VBNC has consulted with provincial and federal governments, the Innu Nation, Labrador Inuit Association (LIA), interest groups, and the general public. Consultation mechanisms have varied depending on their suitability for specific groups. During early stages of Project planning, VBNC sought the advice of the people of Labrador's North Coast communities on their preferred methods of receiving Project information. This advice was then incorporated into the communications strategy for the Project.

Open houses, information programs, workshops, meetings, printed and audiovisual materials, and other mechanisms have been used as communications initiatives (Figure 5.1). A summary of the meetings up to October 22, 1997 is included in Appendix 5A.

In early 1997, the Panel travelled to many communities in Labrador to listen to concerns. During the Panel's hearings, people suggested ways that VBNC could improve public consultation. In response, videotapes describing the Project in English, Inuktitut and Innu-aimun were completed. The videotapes are entitled Mine/Mill Project Description and Building a Mine in Canada; they are available in Labrador communities and are being broadcast on local cable channels.

In addition, VBNC has produced information sheets on a number of Project-related issues and distributed them to households in Labrador communities. Each information sheet is produced in English, Inuktitut, and Innu-aimun.

VBNC has also developed a number of other communication tools to facilitate the communication of Project information. Since visual aids can be an effective means of communication, efforts have been made to convey information through the use of a physical 1:20,000 scale model of the Project, a series of slide presentations, posters, and other printed materials. In most cases, presentation materials have been translated into Inuktitut and Innu-aimun.

Communications initiatives are ongoing and will continue as the Project progresses.

5.1 VBNC Offices

VBNC's corporate office is located in St. John's, Newfoundland. Employees with environmental exploration, aboriginal relations, engineering, project management, and administration responsibilities for the Project are based in this office. In October 1995, VBNC established an office in Nain with a staff who are fluent in Inuktitut. In October, 1996, an office was opened in Happy Valley - Goose Bay with one staff member who is fluent in Innu-aimun. These offices serve as centres for public consultation, information dissemination, and communication and serve as drop-in resource centres. VBNC staff in these offices provide a focal point for consultation and communication with schools, town councils, businesses, and other interested groups and individuals. The Labrador offices work with local media to provide Project information to the people of Labrador's North Coast on an ongoing basis.


5.2 Open Houses

VBNC has held open houses in Labrador North Coast communities to provide information and receive comments from residents on the Project. Open houses have been designed to meet environmental assessment requirements for comprehensive public involvement. An initial series of open houses presented the concept for the Project and plans for baseline environmental studies. VBNC staff visited Postville, Makkovik, Rigolet, Nain, and Goose Bay in November and December 1995, and Utshimassits, Hopedale, and Sheshatshiu in February 1996. The total number of open house visitors was 1172.

VBNC held a second round of open houses in Nain, Hopedale, Postville, Makkovik, Goose Bay, and Rigolet between July 22 and August 8, 1996 (Figure 5.2). The purpose of the open houses was to present updated Project information and to receive any concerns or comments from residents of these communities. VBNC presented preliminary results of issues scoping and baseline studies. The total number of visitors was 208. Although VBNC contacted the Innu Nation regarding open houses in Sheshatshiu and Utshimassits, the Innu Nation declined to participate in the open houses then.


5.3 Baseline Studies Information Programs

A public information program was initiated during August 1996 to inform Nain residents of the environmental baseline studies being conducted in the Project area. VBNC staff and consultants, some of whom are residents of Nain, presented various aspects of field studies during a series of public presentations held between August 14 and September 19 at the VBNC office in Nain. Experts visiting the exploration site also attended the sessions and provided additional information. Weekly information sessions focused on topics such as environmental assessment, archaeology, fish, wildlife, tailings and contaminants, and environmental protection.

Fifty-four people attended the information sessions. Comments were received by VBNC staff and consultants and incorporated into baseline studies where appropriate.

Presentations on the 1996 archaeological field program were given in Utshimassits December 5, 1996. Information was also presented at the Band Council office and to students at Nukum Mani Shan School.


5.4 Workshops

VBNC held numerous workshops to address specific aspects of Project planning. While initial workshops addressed general Project development, more recent workshops have been organized to focus on specific environmental assessment issues such as archaeology, shipping, and bear management.

The Innu Nation Task Force on Mining Activities held a workshop on mining activities in Sheshatshiu and Utshimassits on December 9-10, 1995. VBNC presented information on the Project. Issues and concerns discussed at the workshop were included in the final report of the Innu Nation Task Force, entitled "Ntesinan Nteshiniminan Nteniunan: Between a Rock and a Hard Place."

Valeri Pilgrim, spokesperson for the Labrador Inuit said that "the Aboriginal co-workers gave their expertise to the project while at the same time learning more and more about archaeological methods. The project was an excellent opportunity for cultural exchange between Inuit and Innu participants." (Joint press release - VBNC, Innu Nation, Torngasok Cultural Centre, October 3, 1996).

An archaeological workshop was held on February 21, 1996 in Goose Bay. The Innu Nation, LIA, and government participants discussed archaeological work plans for the Project. Twenty-three people attended the workshop.

The workshop led to the development and VBNC funding of cooperative archaeological studies between Innu Nation, LIA and VBNC, and the establishment of training for Innu and Inuit archaeological researchers to participate in archaeological surveys within and near the VBNC Claim Block.

VBNC held workshops on tailings and mineralized mine rock disposal in Happy Valley-Goose Bay on March 25, 1996 and in St. John's on January 9, 1997. Representatives of the Innu Nation and LIA participated. Issues such as chemical composition, site selection, and acid rock drainage were discussed. A subsequent workshop was held in Toronto on January 30, 1997. Technical specialists, representatives of VBNC, LIA, and the Innu Nation discussed mine rock and tailings characterization and disposal.

Two workshops were held in May 1996 to discuss the proposed environmental baseline studies for 1996. Workshops were held in St. John's on May 14 and 15 and in Happy Valley-Goose Bay on May 28 and 29. Sixty people attended the workshop in St. John's. The main participants were representatives of the federal and provincial governments. The Happy Valley-Goose Bay workshop was designed for participation by the Innu Nation and LIA and was attended by 51 people. Comments were received and integrated into baseline study plans where appropriate.

A workshop on shipping was held in Nain on November 12 and 13, 1996. Workshop participants included representatives of LIA, the Hopedale Town Council, the Makkovik Community Council, the Postville Community Council, hunters, Hopedale Fisherman Committee, a resident of Arctic Bay (NWT), and Fisheries and Oceans Canada. Information on possible shipping routes, shipping seasons, and ice conditions was presented by VBNC, consultants, and the Canadian Ice Service. A resident of Arctic Bay on Baffin Island, invited to the workshop by VBNC, described Inuit experience with shipping through Admiralty Inlet and Lancaster Sound. VBNC committed to examine shipping alternatives and to continue to advise on its shipping plans.

A second shipping workshop was held in Nain on January 20, 1997. Workshop participants included representatives of LIA and the Canadian Coast Guard. The workshop focused on shipping alternatives on the north coast of Labrador. Participants discussed trucking, ice road, rail and barge options, as well as ice monitoring, concentrate storage, and related shipping issues.

" The primary focus of the workshop was to draw on the traditional knowledge of the Innu elders on black bear behavior. The workshop…included helicopter and ground tours of the proposed mine/mill site and presentations on VBNC's experience with managing black bears on site." (The Voisey's Bay News, Talks on Black Bears, p.34, April 1997)

A workshop on the management of black bears was held at Anaktalak Bay on March 26, 1997. Innu elders and representatives flew over the Ovoid, Western Extension, Eastern Deeps, and bear den locations in the Project area. The group toured incineration facilities and the Voisey's Exploration Camp kitchen area. VBNC, consultants, and the regional wildlife manager (Provincial Wildlife Division) made presentations on bear management at the Project site, bear collaring and tracking, and wildlife regulations. Innu elders provided their views on the treatment of bears and possible management measures (Figure 5.3).

Initial meetings on translation were held with LIA on January 29, 1997 and with the Innu Nation on February 15, 1997. Translation workshops were held in Utshimassits on October 2-3, 1997, and in Sheshatshiu on October 14-15, 1997. The objective of the workshops was to establish a process for translating mining terminology in English into Innu-aimun so that information presented in translated versions of the EIS will be understandable to residents of Utshimassits and Sheshatshiu. Mining processes and VBNC plans also were reviewed. Participants watched a video, in Innu-aimun, that described the Project. Translation requirements for the EIS were discussed.


5.5 Government Meetings

VBNC has promoted ongoing discussion with a broad range of parties interested in the Project. Meetings with federal and provincial government officials have been an important component of addressing regulatory issues. Federal and provincial government representatives have participated in open houses and workshops and have visited the Voisey's Bay site on several occasions.


5.6 Meetings with the Innu Nation and LIA

"Any programs that come along that benefit my chances for a job or better qualify me, I've gone for it. Training programs are almost continuously on the go at Voisey's during the summer months." VBNC has been a party to, and helped established a Multi-Party Training Plan Steering Committee. The Committee consists of the Innu Nation, LIA, federal and provincial governments, and education services representatives. The Committee has been meeting on a regular basis since April 1996. The goals of the Committee are to harmonize and influence the current education and training programs in Labrador so that the Innu Nation and LIA can create programs to provide Innu and Inuit with the prerequisite skills to access direct and indirect employment related to the Project. A pilot project will be undertaken to implement the first step of this plan with interested individuals in each of the northern communities of Labrador.

VBNC has established a Human Resources Working Committee with both the Innu Nation and LIA. This Working Committee has been active in assessing the skills of the Innu Nation and LIA members through the creation of a skills inventory; providing details of the skill requirements for Project employment; conducting analysis of skills shortages; and determining objectives for Project employment of the Innu Nation and LIA members.

VBNC held meetings with LIA and the Innu Nation to discuss separate Impact and Benefit Agreements (IBAs). VBNC signed two letters of intent with the Innu Nation and LIA covering the requisite terms and conditions for commencement of separate IBA negotiations with the Innu Nation and LIA in October 1995. These negotiations continue between the parties. VBNC has advanced funds to LIA and the Innu Nation to cover their negotiation costs. IBA meetings have been held periodically since that time and are ongoing (Figure 5.4).

VBNC has met with LIA and the Innu Nation since early 1995. Meetings have been held in communities along the north coast of Labrador, as well as in Happy Valley-Goose Bay and St. John's. VBNC has discussed many different aspects of Project development with LIA and the Innu Nation representatives and has made every effort to address specific concerns wherever possible. Similarly, meetings have been held with community councils, organizations and individuals in all communities along the Labrador coast, Happy Valley-Goose Bay, and St. John's.


5.6.1 Additional Meetings with LIA

A Technical/Liaison Committee, known as Avatigijavut, was established to address operational issues related to exploration and development activities at the Voisey's Bay site in December 1995. Avatigijavut members consist of LIA and VBNC representatives. Avatigijavut meets on an ongoing basis to update members with Project information and resolve ongoing operational issues.


5.6.2 Additional Meetings with the Innu Nation

VBNC staff and consultants met with the Innu Nation to discuss the coordination of joint socioeconomic studies for the environmental assessment of the Project on several occasions between April and June 1996. The Innu Nation submitted a proposal in late 1996 that resulted in the initiation of socioeconomic studies by Innu Nation.

Technical/Liaison committees were established to address operational issues related to exploration and development activities at the Voisey's Bay site. The Innu/VBNC Technical/Liaison Committee and Avatigijavut, the similar LIA/VBNC committee, were established in December 1995. The technical liaison committees meet on an ongoing basis to update members with Project information and resolve ongoing operational issues.


5.7 Meetings with Women's Organizations

On May 2, 1997 and June 9, 1997 VBNC met with Women in Trades and Technology (WITT) and the Provincial Advisory Council on the Status of Women in St. John's. The purpose of these meetings was to exchange information relating to the development of the Project and the employment of women with the Project. VBNC continues to meet with WITT and the Provincial Advisory Council on the Status of Women to discuss these issues.

Tongamuit Inuit Annait and The Ad Hoc Committee on Women in Mining represent Inuit and Innu women from the North Coast communities of Labrador.

On June 19, 1997 VBNC met with WITT, Innu Nation members, and Inuit women from Labrador coastal communities, in Happy Valley-Goose Bay to discuss issues relating to the employment of Aboriginal women with the Project. These discussions are ongoing.

On July 23, 1997 VBNC attended a meeting in St. John's with the Women in Resources Development Committee, which is an advisory committee formed by WITT and the Provincial Advisory Council on the Status of Women, and with various provincial government representatives from the Department of Human Resources Development and Employment. During the meeting, the Women in Resource Development Committee made a presentation about the work completed. They also discussed a proposal to enhance the employment of women in the development of natural resource projects within Newfoundland and Labrador such as the Project. Discussions with this Committee are ongoing.


5.8 Community Forums

VBNC has participated in two community forums arranged by environmental groups. VBNC provided Project information to attendees and participated in discussions related to environmental concerns at "Finding a Balance: A Symposium on Protected Areas and Mining" on May 31-June 1, 1996.


5.9 Panel Scoping Meetings

The Panel conducted scoping meetings from April 16 to May 26, 1997 in Nain, Utshimassits, Sheshatshiu, Happy Valley-Goose Bay, St. John's, Cartwright, Rigolet, Makkovik, Postville, and Hopedale. The Panel received over 140 submissions at these meetings. VBNC participated in the meetings and provided information through submissions and oral presentations to the Panel.


5.10 Field Trips

Field trips have been organized for LIA and Innu Nation members, federal and provincial government representatives, interest groups, media, and the general public. Site tours have included visits to Voisey's Exploration and Anaktalak Bay Exploration Camps, helicopter tours of the Project area and exploration sites, and additional areas of interest. The Panel visited the site on February 20, 1997.

VBNC has sponsored trips for stakeholders to visit other mining sites. The Innu Nation Task Force on Mining Activities and representatives of Diamond Fields Resources Inc. visited Louvicourt mine near Val d'Or, Quebec on December 4, 1995. The trip was arranged to provide the Innu Nation Task Force on Mining Activities with an understanding of mining operations. The tour included visits to the mine and mill areas. The group also visited the Lac Simon reserve, an Algonquin community of 1200 people near the Louvicourt mine. Algonquin representatives discussed their community's experience with mining operations.

VBNC has organized three trips to the Red Dog mine in Northwest Alaska for Innu Nation and LIA members. The purpose of the visits was to observe an operating mine with many similarities to the Project. These similarities include (a) open pit mining, (b) size of operation, (c) environmental issues, (d) Aboriginal employment and training, and (e) fly-in, fly-out schedules. Six LIA Board members visited the Red Dog mine with VBNC staff on May 12-17, 1996. A subsequent visit was arranged for six other LIA members (including youth, elders, a community health representative, and an OkalaKatiget Society member) on May 19-25, 1996 (Figure 5.5). Five representatives of the Innu Nation accompanied VBNC officials to the mine on June 11-13.

The Red Dog mine is owned by the Northwest Alaska Native Association (NANA), and operated in partnership with Cominco. Each group of visitors received presentations by NANA members on various aspects of mine operations. The mine tour included visits to the mine, mill, accommodations, port, tailings impoundment, and warehouse facilities. The group observed wildlife and discussed issues such as acid rock drainage and caribou migration with NANA members.

VBNC representatives, LIA and the Innu Nation environmental monitors visited Inco's operations in Sudbury, Ontario during October 1996. The purpose of the visit was to provide a comprehensive overview of an active mine. The tour included visits with Inco officials to open pit mining and waste rock and ore sorting operations, underground exploration and infrastructure support areas, and active and rehabilitated tailings deposition areas. The Panel participated in a similar tour with Sudbury news media and members of the public in September, 1997.


5.11 Community Involvement

"An enormous debt is owed to many others who gave of their time and shared their resources and knowledge…and to Voisey's Bay Nickel for their financial assistance with this project and for the computer on which Them Days issues will continue to be produced." VBNC recognizes the importance of community involvement. VBNC employees have participated in numerous community events and will continue to work with community organizations in Labrador and Newfoundland. VBNC has provided information and presentations to schools, environmental groups, women's organizations, town councils, business groups, and the general public.

" A lot of people from my areas were scared to come out to Happy Valley - Goose Bay…because a lot of times they couldn't get the right kind of health care treatment and it was difficult to get into the hospital." VBNC has supported a number of health, arts, culture, education, social, and recreation initiatives in Labrador and Newfoundland. This is reflected by recent funding contributions for

5.12 Schools

"Twenty three of the Grade 8 to 12 students (about half of those attending a meeting of students in Rigolet) expressed a desire to work at Voisey's Bay or at the smelter, wherever it is located." (Tony Williamson, Seeing the Land is Seeing Ourselves, p. 64, 1996.)

An important focus of VBNC communications has been to reach students. VBNC has advised students of job opportunities, career paths, and the need to continue their education in order to get the higher paying jobs associated with the Project. Presentations were made to schools on the Labrador North Coast during all three semesters of the 1996-1997 school year. A similar program is underway for 1997-98.


5.13 1-888 Toll-Free Number

The company has established a "1-888-293-8880" toll-free number (available throughout North America), advertized it widely throughout the Province, and set up a response system so that the full range of questions about the Project and VBNC can be answered in English, Inuktitut, and Innu-Aimun. Over 90 calls have been received requesting information about VBNC, as of October 1997. The enquiries to date have been predominately about jobs, training, business opportunities, and environmental issues.


5.14 Conferences and Trade Shows

VBNC has participated in a number of conferences and trade shows. Since 1995, VBNC has been the major sponsor of the annual "Voisey's Bay and Beyond" trade show, held in Happy Valley-Goose Bay during the month of June. This forum facilitates business development and information exchange between industry, Aboriginal and business organizations, and the general public. Information sheets, videos, and individual and group discussions were used as a means of communicating Project information.


5.15 VBNC Newsletter

VBNC recognizes the need to keep its own employees aware of Project developments, and it has developed an internal newsletter as one means of achieving this objective.


5.16 Future Plans

VBNC will continue with various consultation initiatives to maintain open communications. A variety of consultation methods have been used in early Project planning to meet the needs of interested parties. VBNC will continue its communications so that information on Project development is conveyed effectively to LIA, the Innu Nation, Governments and interested parties.
