Environmental Monitoring Activities

Environmental monitoring during 2003 involved a cooperative effort by all stakeholders involved in the civil construction program in Labrador - VBNC, SNC-Lavalin, Innu Nation, Labrador Inuit Association, Torngait Services and IKC/Borealis. The primary focus of the monitoring program was to ensure that all construction work was conducted in compliance with provincial and federal legislation, permit conditions, and VBNC’s Environmental Protection Plan (EPP). This EPP and the Job Environmental Analysis are important tools used by environmental personnel to maintain compliance and maximize the effectiveness of mitigation and pollution prevention measures.

During the year, an in-depth Job Environmental Analysis was conducted on every job procedure that had a potential environmental impact. Each analysis was reviewed by VBNC and SNC-Lavalin environmental personnel, Aboriginal environmental monitors, front line supervisors, and project design/field engineers to identify and mitigate all potential environmental issues that could arise from construction activity. These Job Environmental Analyses also incorporated traditional Aboriginal knowledge with scientific practices and principles.

Daily environmental meetings were held throughout the construction season with all site environmental monitors to review environmental issues or concerns, suggest mitigative measures, review work plans and procedures and discuss planned and scheduled work activities.
